Frank has extensive experience in organizational processes and procedures and more than 20 years of experience as a consultant improving system operations, performance, and financial analysis. Frank has a passion for public service, education and lifelong learning, as well as a commitment to fostering principles of diversity, inclusion, ethics and social justice.

In addition to his years of experience in operations, Frank has dedicated over 40 years to community service and youth development. He is currently a member of the Arizona/Mexico Commission’s Economic Development Committee, Board Secretary of Reading Seed, Inc. y and is on the College of Humanities Advisory Board and part of the Southwest Institute for Research on Women (Gender & Women’s Studies) at the University of Arizona.

Frank has his Bachelor’s degree in Political Science, his Master’s degree in Political Science and his Doctorate in Philosophy of Education Administration from the University of Arizona.
